The best way to resolve the conflict in Syria is through the use of negotiation as one of conflict resolution methods. Negotiation is one of the basic means of settling the conflict between different groups. This method entails back-and-forth communication between individuals of a conflict so as to be able to arrive at a conclusion. Negotiation will be applicable resolving both international conflict and regional cold war being seen. Countries in the regional cold war are Iran (pro-Assad regime) and Jordan, Saudi Arabia, Turkey, UAE, and GCC states against the regime of (Assad). On the other hand, there those in the international conflict, such as Russia (pro-Assad regime) and France, the United Kingdom, and the United States (against the Assad regime).
The two superpowers in the world are looking for ways to end the conflict arising from the Syrian war. A regional dialogue platform is required. This should take palace under the umbrella of United Nations. This will entail carrying out some negotiations with regards to the principles that are the underpinning solution for Syria war. The architecture of transitional period together with negotiations for guarantees that needs to be provided by the regional so as to secure a buy-in the will come from all components. Talking to Assad will not do away with ISIL, other rebels, or end international and regional conflicts being seen. What is required, in this case, is for the United States, Europe, and regional allies to sit down and look for a solution to the conflict arising from the Syrian conflict.
The conflict occurring among international countries is due to one group supporting Assad’s government while the other group is calling for the dissolution of the government. Russia is Assad’s international backer. The country is survival of Assad’s regime. This is because Russia is trying to protect its political interest in Syria. Russia has been seen to block resolutions critical when it comes to President Assad, especially when it comes to the meeting of the UN Security Council. It has also continued to provide weapons to the military of Syria even after receiving criticisms from other nations. Moscow has and tries to protect its naval facility that is located in the country. It has leased its naval facility to Syrian Port of Tartus. The facility is very important to Russia because it serves as a sole Mediterranean base for Russia’s Black Sea fleet. The country also has forces located at an air base in Latakia. The United States is against President Assad and his regime because it argues that he has been carrying atrocities. The other countries in the regional cold war are also on different camps because of their interests and ideologies.
These differences can be solved by negotiation. Negotiation should be based on whether to form a transitional government or support the regime of President Assad. The United States and Russia have differing opinions on critical issues about conflict arising from Syria war. Even with these differing opinions, the two superpowers are planning to convene an international conference on Syria. This is a good platform to carryout negotiations between the all the countries and states having conflict among them are Iran, Jordan, Saudi Arabia, Turkey, UAE, GCC states, France, and the United Kingdom. Some of the things that needs be discussed are the interest of various countries, especially those that touch on Syria, the destiny or fate Bashar al-Assad, and whether or not the opposition should be supported by the countries that are currently doing so. This negotiation should also have some representatives from the government of Bashar al-Assad.
Support for negotiation has been seen on the part of European Union where they have necessary steps of doing away with arms embargo on the opposition of Syria. Countries from Europe that have a rigid stand, such as that related to Bashar al-Assad abandoning his regime and coming in of traditional regime should be lessen their stand for the negotiations between countries to take place. The Syrian Opposition, that is National Coalition, also has this stand with regards to the regimes. The fate of the negotiation in the international conference on Syria will depend on whether enough pressure of created by the Europeans and the United States on the Syrian opposition when it comes to ability of the opposition to select a figure that is representative of their stances. Without the participation of critical countries, such as Iran and opposition, the effectiveness and legality of negotiation carried out during an international conference on Syria will not convince others or it may look highly suspicious. The alliance occurring between Iran and Syria has been long-standing.
Negotiation being a tool that can only end the international and regional conflict on countries with regards to Syria war has also been under play for a time now. This is evident from the meeting that took place between the United States President Barack Obama and Russian President Vladimir Putin during the United Nations 70th General Assembly. This meeting between the two superpowers is a clear indication of the importance the two countries are attaching to the issue. The meeting is showing an extraordinary possibility taking place between Russia and the United States. Being in contact with one another between the two countries eliminates the future possibility of friendly fire between the two countries. This was an unimaginable scenario two months ago, but now it has been seen happening. The regional cold war can also be solved just the way the United States are dealing with the issues through the process of negotiation.
Various options should be considered during the negotiation among the regional and international countries in the conflict. Some of the countries in the conflict are arguing that dissolving the Assad’s government will not be the solution to the whole problem the countries are torn in between. As it stands, Russia has taken initiative on Syria. The stand taken by Russia is not liked by other countries, but other countries are now slowly coming to terms with regards to the stand. Many countries that were against the regime of Assad are coming to terms with regards to supporting Assad because they see Assad being the lesser evil between the two evils. The other evil, in this case, is ISIL. The other reason other counties should convince so as to support the government of Assad it will play in the war against the extremist group that is merciless on people. This is an unpleasant truth for certain countries, such as the United States, France, the United Kingdom, Jordan, Saudi Arabia, Turkey, UAE, and GCC states. This is the best opportunity that has emerged with regards to solving the conflict. The cold war between the countries in this conflict related to Syria war can effectively be solved through the use of negotiation. The countries have to lessen their hard stand so as to arrive at one solution that will solve the problem.
